She holds a Master of Science in Data Analytics and is currently pursuing an MBA (expected 2025). With a unique blend of analytical expertise and educational leadership, she is committed to enhancing the State Public Charter School Commission’s ability to support high-quality charter schools across Hawaiʻi.
Previously serving as the Dean of Academics and Data Analyst at Laupāhoehoe Community Public Charter School, Noe developed comprehensive data systems and visualization dashboards that transformed complex educational metrics into actionable insights. Her experience implementing and monitoring charter school performance frameworks across academic, financial, and organizational domains ensures evidence-based oversight that drives school improvement and stakeholder engagement.
Noe also brings experience in federal program compliance, including Title I, Perkins, and Title IX coordination, as well as Title IX investigations. Her strategic implementation of data management systems has consistently led to measurable improvements in student outcomes and operational efficiency.
With technical proficiency in R, Python, Tableau, Power BI, SQL, and other analytical tools, Noe excels in translating complex data into clear visualizations that inform strategic planning and resource allocation. She is dedicated to leveraging data analytics to improve educational outcomes, strengthening the Commission’s ability to support student success and school excellence throughout Hawaiʻi.
