At the January 16, 2020 General Business Meeting, the Commission approved five-year charter school contracts with conditions to the following charter schools:

  • Nā Wai Ola Public Charter School
  • Ke Ana Laʻahana Public Charter School
  • West Hawaiʻi Explorations Academy
  • SEEQS: the School for Examining Essential Questions of Sustainability

Here are the conditions for each school:

Nā Wai Ola Public Charter School:

The governing board must provide, for the Commission's approval, a well-defined organizational and governance plan that meets current state law and charter contract provisions that clearly articulates the roles and responsibilities of all governing board members and its Leadership by May 31, 2020. The plan must provide an explanation and timeline of how the GB will implement and adhere to this plan and provide quarterly reports and evidence of adherence to the plan.

Starting on July 1, 2020, all governing board members shall go through approved annual training and third-party evaluation of the governing board, conducted by June 15 of each year.

All current and new GB members shall be approved by the Commission, no later than May 31, 2020. All future vacancies on the GB shall require Commission approval.

Provide executed AG Approved leases/agreements and required permits for all instructional sites must be provided to the Commission no later than May 31, 2020, and if not provided by May 31, 2020 deadline, school SHALL NOT use such sites for any school purpose.

The school shall hire a permanent school administrator with academic leadership qualifications and experience no later than 2 weeks prior to the start of the school year (2020-2021).

The school shall be at or above the complex area (like demographic) proficiency rates in ELA, Math, and Science at the end of the fourth year of the Contract, as reported in the State’s accountability report. Should the school not meet this condition, the school shall surrender its charter at the end of the contract term (fifth year).

Ke Ana Laʻahana Public Charter School:

The governing board must provide, for the Commission's approval, a well-defined organizational and governance plan that meets current state law and charter contract provisions that clearly articulates the roles and responsibilities of all governing board members and its Leadership by May 31, 2020. The plan must provide an explanation and timeline of how the GB will implement and adhere to this plan and provide quarterly reports and evidence of adherence to the plan.

The school shall be no lower than 10 percentage points of the complex area (like demographic) proficiency rates in ELA, Math, and Science at the end of the fourth year of the contract, as reported in the state’s accountability report, with annual monitoring. Should the school not meet this condition, the school shall surrender its charter at the end of the contract term (fifth year).

West Hawaiʻi Explorations Academy:

Starting on July 1, 2020, all governing board members shall go through
approved annual training and including a third-party evaluation of the
governing board, conducted by June 15, 2021.

Provide executed AG Approved leases/agreements between school and nonprofit must be provided to the Commission no later than May 31, 2020.

SEEQS: the School for Examining Essential Questions of Sustainability:

Starting on July 1, 2020, all governing board members shall go through approved annual training and third-party evaluation of the governing board, conducted by June 15, 2021.

School must provide an AG-approved MOU for their current school site for SY 2020-2021, no later than May 31, 2020. Thereafter, the school must have an AG approved executed lease for the remainder of their charter contract (2021-2025) on or before March 31, 2021.
